Of course, there is no specific figure “the rate of price growth” and cannot be. Moreover, it should be borne in mind that it is impossible to speak about any "average value of the world price", because the difference can be huge: for example, according to estimates for March 2012, the most expensive gasoline is in Turkey, and the cheapest is in Venezuela. Russia is in 23rd place: behind almost all major exporting countries (where fuel is just "penny") and the United States.

First of all, gasoline prices jump sharply in late spring - early summer: the increase by several percent is primarily due to the fact that the road congestion is much higher in summer; motorcyclists appear; long trips out of town begin.

In addition, the systematic rise in prices (about 16 percent per year) is due to the fact that oil on Earth is not infinite. The extraction of resources every year goes to more and more remote regions, and therefore the production costs increase significantly.

It is also important to take into account that “gasoline” usually refers to both AI-92 and diesel fuel (not to mention the rest). And, if in 2011 the growth of the 92nd was 16 percent, then the "diesel" grew by 30! Thus, on average, the latter turned out to be one ruble more expensive.

This happens according to a simple rule: the less the product, the more expensive it is sold. And diesel fuel is used not only in the automotive industry, but in shipping and agriculture. Because - the demand is higher, the price is growing. And it will continue to grow, of course.

In addition, the increase in "excise" on petroleum products (government taxes) is unconditionally included in the final price paid by the consumer. Since the state pursues an economic policy of raw materials, oil is the main source of replenishment of the treasury: out of 28 rubles / liter paid by the consumer, only 13 reach the producer. Thus, by 2015 the excise tax is promised to be increased by 10%, which will increase the cost of the fuel itself by 4-5% …

However, the government is looking at the issue more optimistically. The main problem with gasoline prices in Russia is, of course, the lack of production capacities: exaggerating, we can say that the state “pumps out” oil, sells it abroad, and then buys processed fuel abroad. Officials promise to completely solve this problem by 2020 (for example, in the period 2011-2012, production increased by 10%), which will help to almost completely offset the rise in prices.
