Read all the documents that came with your scooter upon purchase. Find the specifications for your model. If the engine has a volume of less than fifty cubic centimeters, then registration of such a vehicle is not required.

Remember that driving on a scooter with an engine capacity of up to fifty cubic centimeters on highways is strictly prohibited, since on such roads you cannot move at a speed of less than forty kilometers per hour.

In the absence of a technical passport for your scooter, you must contact the regional office of the Tax Service of the Russian Federation. Write an application to go through the customs clearance procedure for your vehicle and pay the established state fee.
Step 5
Get a customs declaration for your scooter. With this document, apply for a passport of a technical device. On a certain day, you will be assigned an examination, after which all the main characteristics of your scooter will be entered in your passport. These are the model of the machine, weight, maximum speed, and the power of the installed engine.
Step 6
Apply with your passport to the regional traffic police department and submit an application of the established form for registration. You can get the application form for free at your department or download it from the official website of the traffic police.
Step 7
Pay the state registration fee and hand over the entire package of documents. After a certain period of time, come along with the scooter to inspect the vehicle by the traffic police inspector.
Step 8
Get PTS and state registration plates. License plates must be installed on the scooter in accordance with traffic rules.
