In July 2012, the State Duma of the Russian Federation adopted amendments to the law "On technical inspection of vehicles", which came into force quite recently - on January 1. By law, the right to carry out the inspection procedure was delegated to accredited commercial structures. Now, for some categories of drivers, the previously obligatory coupon confirming the passage of a technical inspection of the car has been canceled.
The reason why the technical inspection ticket was canceled in Russia since July 2012, probably, was common sense. Upon the adoption of the amendments, all car owners had to undergo an inspection, including those who relate to the condition of their car in good faith and regularly conduct a preventive inspection of the car in certified auto centers. They had to receive and pay for confirmation of the health of their car twice - at the auto center and when issuing a service ticket.
Now it will be enough for such disciplined and responsible car owners to have a diagnostic card for passing technical service in a certified auto center. This card will be issued by the dealer who performed the inspection. It must contain a conclusion on how the vehicle complies with the approved safety requirements.
If the conclusion indicates that this car is recognized as complying with safety standards and its operation is allowed, the card also indicates the period of validity of this permit. In the event that a certified dealer has found the vehicle unserviceable, a list of faults must be attached to the card. The card is valid only if it is signed by the technical expert who inspected the car.
The owner of the car and the operator of the technical inspection receive a copy of the diagnostic card in paper form. Its electronic copy is transferred to the unified database of the automated technical inspection information system. The owner of the card no longer has to carry it with him - all data patrol traffic police will be able to view on their computer.
This document will be stored electronically for 5 years. If the diagnostic card is lost, the car owner will always be able to get a duplicate of it at the auto center, from the technical expert who carried out the inspection. The Russian Union of Insurers is responsible for monitoring the activities of vehicle inspection operators.
