On July 13, 2012, the State Duma of Russia immediately in the second and third readings adopted a law on the abolition of the technical inspection coupon. On August 3, the document was signed by Russian President Vladimir Putin. The rule that has been in effect since Soviet times and caused a lot of trouble for motorists has been canceled.
From August 3, 2012, instead of a technical inspection coupon, a diagnostic card is introduced. According to the new law, it is now that it should be presented when concluding an OSAGO agreement. An interesting innovation is that the identification card does not indicate the registration number, but the identification number. This means that when a car is sold, the card is simply handed over to the new owner, he does not have to issue it again and undergo technical inspection.
The main reason for the cancellation of technical inspection coupons was their low efficiency. It was no secret to anyone that for some reward it was possible without much hassle to get a coupon even for a car that could not move at all. The situation when the existence of a technical inspection did not so much improve safety on the roads of the country, as it gave the opportunity to receive bribes to dishonest traffic police officers, seemed unacceptable to the country's leadership. Therefore, at first, the idea arose to take away the function of issuing technical inspection coupons from the traffic police, and then they decided to cancel them altogether.
The cancellation of coupons was facilitated by the introduction in the country of a unified automated information system for technical inspection - EAISTO. The inspection of the car was transferred to private firms, all information on the inspection is entered into a single database available to insurance firms - they are now the ones who check whether the car has passed the inspection.
Car inspection can now be carried out at any licensed service station, regardless of the region where the car is registered. For new cars under the age of three years, the technical inspection has been completely canceled. If the car is from 3 to 7 years old, it is required to pass it once every two years, and for cars over seven years old, once a year.
Without a doubt, the new rules will make life much easier for motorists. And the disappearance of the technical inspection ticket from the windshield of the car is also a small, but pleasant trifle.
