TIR (Transports International Routiers), translated from French means "International road transport", is a system of international road transport of goods, which operates with the use of a TIR Carnet based on the Customs Convention on the International Carriage of Goods. Instructions
Step 1
Apply for access to the TIR procedure at the ASMAP Secretariat (Association of International Road Carriers). This organization is currently the holder and guarantor of TIR Carnets. If your company meets all the necessary requirements, the registration and issue of the book is carried out on the basis of the submitted documents agreed with the Customs Committee of the Russian Federation.
Step 2
Make a contribution to the ASMAP guarantee fund. Its amount is refunded after the expiry of the limitation period established by Article 11 of the TIR Convention and in the absence of claims from the customs authorities. Pay the cost of the received TIR Carnets in the established amount.
Step 3
In accordance with the rules, one carnet is issued for each carriage by one vehicle, which will be valid until the end of the carriage. Please be aware that the transfer or resale of the TIR Carnet to another carrier is prohibited and will be subject to severe penalties.
Step 4
Prepare the cover of the TIR Carnet and the cargo manifest by filling in the basic details. There should be no erasures or blots in it. If you make a mistake, carefully cross it out and write the correct information indicating your position, signature and decryption of signature. The correction must be certified by the customs authorities.
Step 5
Execute and certify by the customs service the documents necessary for the identification of goods. Attach them to each sheet of the book. Please include all required information on the vouchers in the Manifest Attachment Documents section.
Step 6
Order rectangular plates with the inscription "TIR". They must be attached to the front and rear of the truck so that they can be clearly seen. In accordance with the established rules, their size should be 250 mm x 400 mm. Capital Latin letters TIR must be 200 mm high and a line width of at least 20 mm. The color of the letters should be white on a blue background.
Step 7
Your organization can transport goods using a TIR Carnet through several customs offices of departure and destination. The goods and the vehicle must be presented at the Customs office of departure together with the TIR Carnet, as well as at each Customs office and Customs office of destination. As a rule, the sealed cargo is not inspected at the customs offices, unless the seals and seals are damaged. In this case, the cargo is inspected, and the customs officer makes notes about the imposed new seals and seals on the vouchers of the TIR Carnet.
Step 8
Return the TIR Carnet to the Association of International Road Carriers after the delivery of the goods to the destination and the completion of the entire paperwork at customs, as it is a strict reporting form and is subject to return after its expiration date.
